TENDERS
Research is commissioned on behalf of the GRA by the Secretariat. There are three procurement processes involved:
(i) Public tender – used for larger projects and evaluation on behalf of GRA by the Secretariat. Most GRA projects are commissioned via this mechanism.
(ii) Select tender for smaller projects - a small number of researchers, with suitable skills for the particular project, are approached to submit a tender.
GRA appoints a Procurement Panel to appraise suitable submissions and interview for each project commissioned. The Panel consists of two GRA members and the Secretariat.
(iii) A research grants model - the submission based research grants model will operate alongside the public tendering process.
A major objective of the grants system is to re-invigorate gambling research by encouraging participation and input from a variety of disciplines in undertaking applied gambling research. It also promotes collaboration between researchers in submitting applications for project funding. Project duration under this system can be for a maximum of two years from commencement.
All public tenders including the research grants model are advised through the Government Tenders section of the Wednesday Herald-Sun (Victoria). Further advertisements of the tenders will appear in the national media and other media as deemed necessary.
